If you have problems with popups not working, check the following:

Do you have popup blockers or ad blockers enabled on your browser?
If so, turn them off or if there is an option to whitelist a site , add your URL.

Are you using a firewall on your computer?
Check that the firewall is not blocking access. Zone Alarm is a common culprit for this.

Is it just the editor popups that are being blocked but everything else is ok?
Check that you are accessing your editor from the same URL that you have set in your global configuration.
